Most reforms are based on two factors: Imperium level and turn number. No idea why but it happened to me and it sucked (that's the main reason why I did not continue my Suebi campaign). Sometimes the game just fucks you up and you get the plague in every army for a few turns during the start of the game. I often only owned two 3/4 stacked armies and defended my settlements and only attacked when I have just defeated a big enemy army. I think I played for about 50 turns with only two settlements as the Cantabri, but DEI is 4 turns per year and therefore a bit slower. The start with a one settlement faction can be pretty hard and you may have to play for a few douzen turns until you own a whole province. I play on normal, hard or very hard (Baktria campaign). One with the Cantabri (~500 turns in), one with the Suebi (~80 tunrs), one with Pergamon (~50turns), one with the Saka Rauka (~150 turns) and most recently one with Baktria (~200 turns). I play DEI for a few months now and I started a few campaigns. The majority of the remainder will be kills achieved on rear charges, and skirmishers dying to missile fire/cavalry. About 70% of your kills will come from the pursuit of routing enemies. Kills: you're not gonna get any without executing a flank or rear charge. If they're flanked, however, they'll fold like a house of cards. Even spear levies can hold the line against thorax swordsmen so long as they're not flanked.
